The concept of Recognition of Prior Learning (RPL) in Uzbekistan was discussed
In Uzbekistan, consistent measures are being implemented to ensure the organic integration of education and labor markets, to develop human capital, and to establish a system for assessing qualifications in line with international standards.

In this context, based on Presidential Decree PQ-345 “On Measures to Further Improve the National Qualifications System of the Republic of Uzbekistan,” the Recognition of Prior Learning (RPL) system for informal and non-formally acquired skills and qualifications was identified as one of the priority directions for reforming the national qualifications system.

To accelerate practical work in this direction, a four-day seminar-training was organized in cooperation with the Institute for the Development of the National Qualifications System and UNESCO under the framework of the “Concept for the Implementation of Mechanisms for Recognizing Informal and Non-Formally Acquired Skills and Qualifications (RPL) in Uzbekistan.”

The event was attended by international expert Michel Aribaud, specialists from various sectoral councils, ministries, and agencies, as well as members of working groups. During the meeting, the five-stage RPL model developed based on advanced international experience was discussed, and specific tasks for its implementation in Uzbekistan’s national qualifications system were agreed upon.

During the discussions, detailed attention was given to creating the legal, organizational, and methodological foundations for the phased implementation of RPL, accrediting assessment centers, training evaluator experts, and improving monitoring and validation processes.

At the end of the seminar, the Governing Committee approved the next stages of the project and the implementation schedule.

This initiative aims to further improve the National Qualifications System and expand opportunities for lifelong learning and continuous labor activity for all citizens.
